The first roll has a 25/40/60% chance to succeed.
The second roll has a 0/50/50% chance to succeed.
The third roll has a 0/0/50% chance to succeed.
Therefore, Chaotic Flames actually has a 70/45/30% chance to cast once, 30/35/35% chance to cast twice, 0/20/20% chance to cast thrice, and 0/0/15% chance to cast quadraple.
Overall long-term average Multicast multiplier increased from 2.05x to 2.2x.
For Level 3 Chaotic Flames, average damage distribution for 1x/2x/3x/4x changed from approximately 20/29/22/29% to 14/32/27/27%, respectively.
With Staff of the Master, all three of your abilities have an individual 10% chance to cast.
With Staff of the Master, your autoattacks won't trigger Fireball or Flaming Hammer if the target is Physical or Magic Immune, or trigger Frenzy if the target's Physical Immune.
Risky Cast! (a Staff of the Master new ability from Chaotic Flames) isn't tied with regular Fireball, so it is level-independent and having separated cooldown, not shared.
Chance for a strict 1x Multicast (i.e. no Multicast) reduced from 75/60/40% to 70/45/30%.
Chance for a strict 2x Multicast increased from 25/20/30% to 30/35/35%.
Chance for a strict 3x Multicast increased from 0/20/15% to 0/20/20%.
Chance for a strict 4x Multicast remains unchanged at 0/0/15%.
