Damage Dealt refers to modifiers that change how much damage a unit deals by a percentage. Damage dealt can be increased or decreased.

Autoattacks, abilities, and items are all affected by these modifiers (unless stated otherwise). These modifiers multiply the base damage of an instance of damage, which means they are applied before damage mitigation effects.

True Damage is affected by these modifiers, but not direct Health removal.
